Where XX should be replaced with a baud rate..

This file gets displayed to NEW users who connect at certain baud rates that
you don't want on your system.

So if you didn't want any new users connecting at 2400 or 9600 thencreate the files
NoNewAt_2400.TXT and NoNewAt_9600.TXT
